Project background:

 

The Swiss Red Cross (SRC) has been working in the Lao PDR since 1988 with strong focus on social health protection, service delivery and determinants of health in close partnership with the Lao Red Cross (LRC) and the Ministry of Health (MOH).

 

Since 2014, the SRC has been implementing the “Contribution towards Universal Health Coverage (CUHC)” project to contribute to the Lao PDR’s attainment of the SDG’s Target 3.8, mainly through enhancing 1) Social Health  Protection (SHP) mechanism to ensure adequate access to health services for all; 2) Health Systems Management (HSM) especially on financial management and drug accounting to strengthen health facility management; and 3) Mother, Newborn and Child Health (MNCH) services which contributes to the enhancement of quality of care.

 

Building on the achievements of the current project, the SRC decided to extend its supports for another 3 years from November, 1st 2017 to October, 31th 2020 with stronger focus on providing technical assistance to the central MOH/National Health Insurance Bureau (NHIB) and Department of Finance (DOF) on SHP and HSM, and operational support to the provincial and district health authorities in four target provinces (Sekong, Saravan, Attapeu and Luang Prabang).

 

Missions and Responsibilities:

 

The SRC is seeking a highly motivated person to fill the position of Financial Management and Database Technical Assistant (TA) based in Sekong province. A main responsibility of the TA is to provide technical assistance to 1) the Provincial Health Office (PHO) Finance, and Food and Drug (FDD) unit on health facility financial management reform; and 2) PHO Statistics unit on quality control and analysis of the District Health Information System 2 (DHIS2) data.

 

Functions and tasks:

 

  1. Financial Management:

  • Provide technical assistance to the PHO Finance and FDD unit on the financial management and drug accounting tools (implementation, reporting, follow-up)
  • Provide technical assistance to the PHO FDD unit on linking m-supply data with financial management tools.
  • Provide technical assistance to health facilities on management of revenues (as per Decree 349) including distribution of staff incentives.

 

  1. Capacity building:

  • Assist the PHO Finance and FDD unit in providing on the job training to the DHO/Health Facilities.
  • Assist and join the PHO Finance and FDD unit’s joint supportive supervision monitoring on financial management and drug accounting at district and facility level.

 

  1. Health Information/Database:

  • Support the PHO/DHO statistics/database officer to conduct a quarterly review (province-wide internal verification of the health statistics) of the DHIS2 data.

 

Relationships:

 

  1. Reports to the SRC CUHC project management team based in Vientiane (SRC regional TA, SRC Country Coordinator, SRC Program Manager)
  2. Works with provincial and district health officers (PHO/DHO Finance unit, PHO/DHO Statistic unit, PHIB/DHIB)

 

Competencies:

 

  • Clear interest in development and health work
  • Well understanding of health financing and social health protection
  • Good knowledge of the Lao Health System and the priorities of the health policy
  • Professional standards in fund management and accuracy/transparency
  • Maturity and confidentiality on sensible project information
  • High responsiveness and capacity for initiatives
  • Excellent communication capacity to maintain relationship with the project team and with government officials
  • Capacity to travel to rural areas and work independently
  • Experience with project management and concern for effective and efficient use of resources
  • Capacity to work extra hours when needed

 

Qualifications:

 

  • Bachelor degree in economics, business administration, financial management, public health, social development or other related fields
  • Experience of work in a similar position for at least 3 years (in development project is a plus)
  • Conversant with common computer programs (MS word, excel and presentation)
  • Experience in official procedures with the Lao government
  • Good at report writing
  • Fair in the Laotian and English language

 

Duty Station and work place:

 

The position will be based in Sekong with regular travel to districts and health facilities every month (minimum two weeks/month).

 

Starting date and duration:

 

The selected candidate is expected to start work from November 1, 2017 until October 31, 2020.
