Save the Children in Lao PDR works in four sectors - Health, Education, DM/DRR and Child protection / CRG - through government partners in Sayaboury, Luang Prabang and Bolikhamsay Provinces.

 

Save the Children in Lao PDR has been implementing a widely recognized Primary Health Care programmes in Sayaboury and Luang Prabang Provinces which prioritizes maternal and child health services and nutrition

 

The Field Office Operations Manager is a senior member of the Primary Health Care program tea, and  has a dual key role in aligning program work plans & budgets and related matters and the day-to-day management  PHC Office Administration & finance support functions. The Field Office Operations Manager shares the overall responsibility for the direction and coordination of SCI operations in Luang Prabang.

 

SCOPE OF ROLE:

The Field Office Operations Manager reports to the PHC Head of Programme (HoP) and Support Services Director (SSD) (indirect) and line manage the Field Office Administration and Finance staff.

 

Collaboration with all departments is also essential, in particular with support function colleagues. 

 

Staff directly reporting to this post: Finance Officer, Administrative Officer,

 

KEY AREAS OF ACCOUNTABILITY:

 

Staff Management, Mentorship and Development

·         Ensures appropriate staffing within PHC Office support unit through the recruitment and training of Admin and finance staff as appropriate and ensure availability of appropriate professional development opportunities for them

·         Provides line management to PHC Office Support team ensuring that the work is planned to meet all deadlines

·         Manages the performance of all field Office Admin & finance staff through:

o    Effective use of the Performance Management System including the establishment of clear, measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations;

o    Coaching, mentoring and other developmental opportunities;

o    Recognition and rewards for outstanding performance;

o    Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans 

 

 

 

Program Development and Annual Planning

·         Translates the SCI-GOL operational work-plan of the program with the HoP (key activities and timeline), into SCI formats and takes into account signed agreements and the CO Annual Plan;

·         Allocates budget to each activity & prepare SOF Loader;

·         Assists the HoP and provides ops and financial inputs to proposals development; inc. cross-cutting themes such as: M&E, advocacy and researches are included in the proposals and that support costs are fully recovered;

 

Budget Planning, expenditure monitoring and financial reporting

·         Prepares annual Master budget for programme implementation, under guidance of the HoP;

·         Assist the HoP and other budget holders in PHC Office in reviewing their expenditure and budgets / forecasts.

·         Prepares revised/budget phasing or reforecast

·         Compiles fund requests and send to finance in Vientiane;

 

 

Partnership management

  

·         Strengthens partners compliance and financial management capacity through training and mentoring

 

Financial management & Accounting

·         Supervises the day-to-day financial operations of PHC Office

·         Ensures PHC Office complies with all Save the Children Standard Operating Procedures

·         Ensures PHC Office complies with expenditure procedures, especially around procurement and advances to staff and partners;

·         Supervises the bank & cash management of PHC Office:

·         Ensures that the Admin Officer understands and manages the Petty Cash in a transparent and appropriate way.

·         Coordinates and assist SSD during any internal or external audits

 

Admin & Logistics management

·         Oversees Admin & logistics Officers for all procurement, reception, office supply, vehicle and facility management functions and ensure that s/he is performing all duties as set out in the job descriptions diligently and effectively.

·         Ensures goods and services procured for PHC Office are cost effective and of standard quality

·         Be responsible for all security and safety issues related to the SC office in LPB.

·         Disposes of assets (donation to partners);

QUALIFICATIONS AND EXPERIENCE

  • Qualified finance (recognised accounting qualification suggested) and/or Program Management professional with experience of operating in a global and complex organisation
  • Recommended a minimum of 5-years management experience in a corporate or an NGO environment, , of which three at a management level within the finance department of a national or international organization
  • Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts
  • Excellent experience of budgeting and budget management
  • Excellent understanding of financial systems and procedures
  • Excellent understanding of financial planning   
  • Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information
  • Excellent experience of computerized accounts packages, Excel, PowerPoint and Word
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Demonstrated credibility with colleagues and stakeholders at all levels of an organization
  • Excellent oral and written communication skills in English
  • Ability to build a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary
  • Strong communication and interpersonal skills
  • Understanding of Save the Children’s vision and mission, and a commitment to its objectives and values
