Key Tasks

·      Overall responsible for management of project activities and team, planning, tracking budget, and reporting. Manage a team of 6 staff. Make operational decisions based on the log-frame and PRODOC in close collaboration with the Team Leader.

·      Advise on and coach the project team to build their capacity on community group strengthening, sustainable agriculture production, natural resource management and sustainable market development.

·      Advise, monitor and coach team members, supporting optimal performance, capacity and professional development opportunities on the job via other appropriate means.

·      Liaison with government line agencies, mass organisations, other projects, CSOs, Private Sector. Act as main contact person at district level, representing the organisation and the project; Ensure reports are objective, accurate, transparent & timely.

·      Provide thematic advice on area of expertise in the domain of food security and nutrition and/or community development. Elaborate sound approaches and working methodologies with the staff in close collaboration with the Team Leader.

·      Responsible for M&E and enabling exchange of knowledge and experience among staff and counterparts, using M&E results for learning.

·      Monitor supervise admin Officers to ensure that finance procedures following HELVETAS and donor regulation and tool to be applied.

·      To promote HELVETAS Laos principles and values among team, with GoL, FRC and SCI including gender & social inclusiveness.

·      Ensure good cooperation with Other GoL and other project organizations.

Profile/
Qualification

Mandatory

·      Bachelor or Master degree in Rural Development, nutrition, agriculture or related field.

·      At least 5 years’ experience working in similar projects in a management position.

·      Knowledge of and experience in activity planning, budgeting and financial management; M&E & reporting; gender theory & practice; Knowledge of and experience on food security and nutrition, multi-sectoral and participatory approaches.

·      Professional, self-directed, fair and objective, honest, showing leadership and teambuilding skills; Excellent communication skills in English languages (spoken and written).

·      Computer proficiency (Office software, publication, internet and email).

Optional/Desirable

·      Work experience in iNGO/local NGO environment; Knowledge of an ethnic Lao language.
