Mission Statement

Our Vision for lao PDR in ten years' time is of a country in which all forms of poverty and injustice are reduced and both women and men of all ethnicities are able to freely exercise their rights, particularly their rights to food, natural resources and other livelihood assets.  Government, civil sociaty and the private sector will be committed to a sustainable development model which is consistent with internationally agreed standards and reflected in a strong and enforceable legal framework, appropriate policies and programs.  Stronger community-based organiaations and national civil socieety will openly and effectively articulate the needs and aspirations of both rural and urban citizens, particularly those of women and other marginalized groups.  Government institutions will be demonstrating greater transparency and accountability towards these diverse constituencies.  The growing national and international corporate sector will demonstrate greater transparency in its interactions with both the state and civil society, adhere to internationally agreed standards and contribute to sustainable development with a particular focus on respecting the rights and improving the livelihoods of those now poor and vulnerable.  Women will be less affected by violence, able to effectively articulate and defend their rights and will be taking up due leadership roles across civil society, state and the private sector.  Government, civil society and the private sector will be addressing both the causees and effects of climate change and contributing effectively to disaster risk reducation and mitigation in ways which reduce vulnerability and enhance resilience, particularly amongst poor and marginalized groups..

Programme Description

Oxfam is supporting partners in four main areas as followed:
       - Right to Sustainable Livelihood with focus on access and management of natural resources, food security and access to market

       - Right to an identity with focus on gender equity, ending gender based violence and violence against women and increasing voices of the women

       - Right to a secure life with a focus on disaster preparedness. mitigation and response, community based disaster risk reducation and capacity building for civil society and government on emergency response

       - Right to be heard with a focus on ensuring more transparency and accountability for government and civil society, on providing capacity building for civil society organization and increasing the voices of poor and marginalized women and men

Oxfam is supporting different projects in the above mentinoed area with a very broad range of partners from the central government (Ministry of Agriculture, National Disaster Management Office, Lao ENCAW, etc), Mass Organizations (Lao Women Union, Lao Federation of Trade Union), several decentralized authorities at provincial and district level, local nonprofit associations, International Organizations and national and regional networks.

Oxfam works in the following provinces: Bokeo, Bolikhamxay, Houaphan, Khammouane, Phongsaly, Saravan, Savannakhet, Vientiane, Vientiane Municipality, and Xiengkhouang.  They work in the following sectors: agriculture, forestry, fisheries, community development, emergency and humanitarian relief, human resources development, income generation and economic development, natural resources and ecology, and social development.

Oxfam is a confederation of 17 affiliates that are supporting programs in 92 countries.
