Qualitative Survey of Community Based Health Insurance (CBHI) in Vietiane Province

Lux Dev is interested in understanding why the CBHI coverage remains so low after 2-year implementation i.e. why these people leave the scheme, and/or what they would expect to re-subscribe.

This qualitative assessment will focus on understanding the perception of CBHI end users. More specifically, it aims to:

§  Understand why individuals do or do not subscribe to the community based health insurance scheme

§  Understand why some members dropped out of the scheme

§  Understand what might convince ex-members to re-subscribe to the program

§  Assess the acceptability from a beneficiaries point of view of some options proposed by central MoH/WHO to improve CBHI scheme at district level


Lux Development Lao/015 Project, Health in Vientiane Province, begun the implementation of a community based health insurance (CBHI) scheme started in Vientiane province in August 2005. At the beginning of 2007, the scheme was launched in Phonhong district to cover initially 30 villages out of 80. The scheme only covers 28% of the total population in the 3 districts, and an average of 40% of the members do not pay their monthly premium.
