Legal Awareness and Life Skills for Women (LALS 4)

The project objective is to promote the social and legal empowerment of vulnerable working women, through reducing their vulnerability to rights abuses, with a focus on exploitation and violence. This project will use the dual strategies of supporting the empowerment of target women and capacity building for government duty bearers to achieve this goal.



The project will operate in the urban centre of Vientiane Capital city, where CARE has programming experience working with particularly vulnerable women. Targeted districts are Sikhottabong and Chanthabouly, where there are large numbers of women working in entertainment venues and beer shops, hotels, guesthouses, living in rental accommodation and working in factories.



The project targets women with limited skills who have moved to Vientiane to earn money for themselves and their families, who may be drawn into the illegal activity of commercial sex work. These groups have been identified as: 1) service women in beer shops; hotels and guesthouse 2) women who live in low cost rental accommodation; and 3) women who work in factories. Women from these groups are all identified amongst service women who participate in commercial sex either as their principle job or as a supplement to other work (AFESIP, FHI, government reports). When participating in these illegal activities they are particularly vulnerable to rights abuses and violence. The project will work to develop clearer profiles of these target groups and improve understanding of factors influencing vulnerability. This information can also be used to counter stigma and discriminatory attitudes. District authorities consulted stated that approximately 2,000 women in Chanthabouly and 1,500 - 3,000 women in Sikhottabong are ‘vulnerable.



The project will be undertaken in partnership with the Lao Women’s Union, Vientiane capital. It will build on and complement work of government and international agency actors currently working on related issues such the implementation of the Law on the Protection and Development of Women, anti-trafficking interventions and the National Plan of Action against the commercial and sexual exploitation of children (CSEC). A participatory, target-group and gender-sensitive approach will underpin the project, ensuring that interventions are engaging for the target population and are cognizant of literacy levels and time availability.
