Improved Cook Stoves Programme (ICS)

The Improved Cook Stoves (ICS) programme aims to develop the cook stove market by enhancing the performance of all the actors in the ‘ICS value chain’ (producers, retailers, and users). The Lao non-for-profit association Normai manages activities such as training, knowledge exchange, and monitoring.

The programme has developed and promotes the Tao Payat stove that uses up to 20% less wood and charcoal than traditional stoves (such as the Tao Lai and Tao Dam).

As a result of the programme, the producers will now manufacture more stoves and of higher quality. The stoves will be sold by retailers following an effective marketing and selling strategy. Through village workshops users are becoming aware of the advantages of ICS over traditional stoves. The programme aims to see 420,000 Tao Payat stoves sold and used over an eight-year period. Promotional activities are organised with local partners. Advertisements like the following TV spot can be seen on Lao TV:

Local testing agencies are being established to test stoves according to internationally recognised testing protocols. The testing of stoves is important to ensure quality and efficiency standards.

This initiative is financed by the SWITCH-Asia programme in partnership with SNV, Oxfam Novib and the Blue Moon Fund. In the long run, carbon financing should make the programme self-sustaining.
