Supporting the Lao Disabled People’s Association to Build Capacity and Promote Greater Equity and Participation for Disabled People in Lao PDR

Despite the fact that the Lao government has ratified the UNCRDP, there is yet no strong legal framework in Laos promoting the rights of people with disability and many barriers remain for the implementation of the UNCRDP. Persons with disabilities are frequently excluded from mainstream community development activities and lack access to basic services, education and employment opportunities. They do not enjoy the same rights and equal opportunities as others in the community and stigmatizing is very common often based on significant cultural and traditional beliefs.

The Lao Disabled People Association (LDPA) is the only DPO with a national network in Lao PDR, with a membership of over 16000 PWD in 11 provinces. LDPA has recently been recognised as a Non Profit Association (NPA).

Since 2009, HI has built capacity of LDPA for the promotion of the rights of PWD. A Disability rights promotion unit has been established within the organisation and 4 trainers recruited and trained. A Disability Rights and Equality Training has been developed and used in 45 communities. A number of smaller disabled people organisations have also been recognised and started provided support to their members.

 

The current project will :

-        

-          Build capacities of existing disabled people organisations Support national authorities in the implementation of the UNCRPD in Lao PDR

-          Support villages authorities and PWD to work together to promote the inclusion and participation of PWD to the life of their communities.

-           Support the inclusion of disability issues into development projects.

The National Committee for Disabled Person (NCDP) is our official government partner.

LDPA is the main implementing partner.
