Assistance to rural vulnerable populations affected by Haïma typhoon in Hinboon District, Khammouane Province, Lao PDR

The rainy season 2011, two typhoons consecutively impacted the central Provinces of Lao PDR, Haïma then Nock-Ten. Those typhoons provoked massive flooding in several places of those provinces. In Khammouane Province, the Districts of Hinboon, Nongbok, Xebangfai, Mahaxay and Gnommalath were mostly impacted. In rural areas, most of the paddy fields were flooded longer than usual. Consequently, rural households have lost their harvest, stocks of rice and seeds for the following rainy season.

Following the preliminary discussions with PAFO, Hinboon District was spotted as more vulnerable than other given the lower assistance received compared to the others. Specific work with DAFO Hinboun enlightened a more vulnerable area (lower tributaries of the Hinboon River) where very few irrigation systems are settled. Those populations have lost their only potential harvest of the year and the main part of their seeds stocks.
