The proposed Northern Uplands – Promoting Climate Resilience (NU-PCR) project is designed to provide clear and concrete changes in the lives of local ethic communities in Phongsaly Province, one of the poorest provinces of Laos, and to strengthen the capacity of government authorities and local ethnic communities in that province. The project design is based on strong partnership and capacity building approaches, combined with participatory processes that develop joint ownership over effective interventions, to improve livelihood resilience to climate change, and other shocks and stresses. The project builds on and extends CARE and CCL’s current implementation experience in Phongsaly Province and throughout Lao PDR, as well as on SAEDA’s experience working with rural communities.


Through this project the overall objective is to enable improved resilience of remote ethnic upland communities, in particular women, to the impact of climate variability and change, and contribute to the achievement of the MDGs 1, 3 and 7.

The specific objective focuses on (1) addressing adaptive deficit and (2) working in partnership with local authorities as central to the project strategy to improve the long-term resilience of remote ethnic women, their families and communities to climate variability and impacts.
