Project Description:

INTRODUCTION

 

Aide et Action (AeA) is an International Non-Governmental Organization for Development. Its objective is to promote “Education for All”, and focuses specifically on Basic Education.  AeA has its Headquarters in Paris, France. AeA began its work in Southeast Asia in 2003, firstly in Cambodia, then in Vietnam, Laos, Myanmar and finally in China, in partnerships with local stakeholders (NGO, Governments, local communities), and various competencies in the educational field. It bases all of its projects on the right to quality education for all. In 2004, AeA was appealed by the Lao authorities to work in Laos in order to cope up with growing phenomenon of Street Children in Vientiane. The main objective then was to establish a National Lao Program for Street Children. For this Project, AeA provides funds, consultation and expertise to Peuan Mit.

 

Then, in 2005, Aide et Action has signed a partnership with the Ministry of Education to implement the training component of “Projet pour Education Structurée au Laos (PESL)”, funded by “Agence Française de Développement (AFD)”, as a pilot phase to promote Reading and Preprimary Education (Po by setting up school libraries and preprimary classes in Oudomxay and in Champassak. At first, AeA has implemented the reading promotion project in partnership with SIPAR[1] in Cambodia. This project has built school and community libraries. SIPAR has also trained school and community librarians to run their libraries effectively. Based on the experience from this partnership, AeA has extended the reading promotion to Vietnam. At the same time, AeA has developed P0 in Vietnam and reached a successful result. So, AeA has duplicated reading promotion and P0 projects to support PESL in Laos. After two years of testing, the project has trained almost 500 school headmasters on school management and 40 librarians. On the other hand, the project has also trained 48 Po teachers on the use of Po curriculum and other 40 on Early Childhood Care and Education (ECCE).

Context and Justification

Education services are still insufficient to meet
  the needs of the population. The preschool enrolment rate was 16% in 2010
  while the

primary school enrolment was 88,8%. One third of
  school children dropout from primary school before they reach fifth level. In
  some rural area, only 33% of young people were enrolled.

Early childhood is a time of remarkable and
  extreme vulnerability. Programs that support young children during the years
  before they go to primary school prove to be strong foundations for
  subsequent learning and development.

 

Global Objective

To improve access and quality of a gender based
  (equally for boys and girls) Early Childhood Care and Education for vulnerable
  and disadvantaged children of Huaphanh, Bolikhamxay provinces and suburban
  districts of Vientiane.

Specific 
  Objective

Objective 1: Increase quality of teaching and
  learning of preprimary and primary

Objective 2: Increase access to ECCE education
  and improve its quality in the project schools by creating a wholesome preparatory
  environment for ECCE children on their transition phase from pre-school to
  primary education

Objective 3: Enhance the participation of
  community into the development of Early Childhood Care and Education (ECCE)

Objective 4: Build/enhance the capacity of
  stakeholders in related ECCE development agenda

Main Activities

• Mobilize the participation of stakeholders

• Renovate and equip preprimary classrooms in the
  project schools

• Organize and implement teachers and other stakeholder’s  training in ECCE

• Develop Preprimary education curriculum  including conducting preprimary activities

• Produce teaching and learning material

• Conduct research of preschool education effects
  on pupils school curriculum

•  Advocate
  for more public resources for early childhood development

• Capitalize on the best practices and lessons
  learnt

• Continuing education, knowledge and skills development
  including positive attitudes

Main Expected Outcomes

· Appropriate and qualified model of preprimary
  education.

· Wholesome transition from preprimary to primary  education

· Increased preprimary and primary enrolment

· Reduced school drop outs

· Increased involvement of parents

· Decreased occurrence of health problems like
  diarrhea, gastro-intestinal ailments, etc.
